Eco Food-Ware Ordinance
|
|
Compostable food service-ware can be collected along with food scraps and yard trimmings and transported to a large-scale composting facility. It is ground up and composted in long piles at high temperatures and then sold as a high-quality soil amendment to farmers and lanscapers. |

Most of it is now. Compostable products, such as corn starch utensils, can be purchased at some local grocery stores and from wholesale distributors. To stop climate change it is crucial to keep compostable material out of the landfill. Under compaction, it turns into methane, a potent greenhouse gas. A permit also serves as a method of advising the Fire Department of activities or operations within the city which have life safety importance. |

A Knox Box is a device to ensure secure emergency access program access for the fire departments and property owners. Each Knox Box is purchased by a property owner and keyed to a single master key controlled by the fire department The Knox Box allows the fire department to have immediate access to a building at any time for a fire or medical emergency without inflicting significant damage to doors. The program provides for regular inspection of all buildings in Emeryville. The goal is the prevention of fires and removal of safety risks to Emeryville businesses. This program increases the safety of businesses as well as ensures a high degree of code compliance. |

Fiscal Challenges
|
|
The City of Emeryville has worked to maintain excellent City services and has a well-earned reputation for effective fiscal planning and budgeting. Although Emeryville has demonstrated good fiscal stewardship over the past several years and has been able to balance the budget, the cost for essential services is still greater than existing revenues, due to the economic downturn, and the City is projecting a deficit. |
|
|
The recession that began in December 2007 has brought about significant declines in City revenues and will result in a $1.667 million reduction for the current fiscal year from what was budgeted and anticipated. Additionally, the State continues to balance its budget problems on the backs of cities and counties. Some recent State budget fixes propose new borrowing, which could cost Emeryville hundreds of thousands. |
|
|
To reduce costs, the City has:
- implemented a hiring freeze and lay-offs of 8% of the City’s workforce;
- reduced street sweeping and tree trimming throughout the City; and
- froze senior management salaries
These cost cutting measures are expected to save the City approximately $1.3 million; still leaving a gap of $776,000 in the coming year. Without additional revenue, this gap will only continue to increase over time. |

The basic costs of providing high quality services and creating vibrant and livable community have increased over time. Although our revenues been strong in the past, the current economic downturn has caused our revenues to decrease, not matching the cost to provide vital City services. In fact, the State’s recurring takeaways and the dramatic economic downturn have both resulted in declining revenues. In Emeryville, our two largest sources of revenue are sales tax and hotel tax. The current recession has had a negative and profound impact on our local budget. Unfortunately, the annual operating deficit will continue to grow given the structural imbalance between revenues and expenditures. While the City does have an Economic Uncertainty Fund, it is expected to be fully depleted in just over 3 years. |

Many residents live in Emeryville because it provides a higher quality of life than surrounding cities. In fact, the City has conducted two surveys to assess resident priorities and satisfaction, and over 80% of residents expressed high approval with the City and services. The City has worked to meet the wishes of residents for higher quality of life projects such as additional parks, but these projects increase the City’s maintenance needs. Supporting the services that make Emeryville a great community is important to our quality of life. Emeryville residents and businesses enjoy the benefits of our clean, safe, and well-maintained city. |

To further address our fiscal challenges, the City Council has placed Measure K on the November 2009 ballot to increase the current Card Room fee by just 1%. This proposal would not impact the majority of Emeryville residents, but will assist in closing our budget shortfall. The city is also considering at other potential finance measures in the future. |

Ensure that the violation that you were cited for has been corrected (i.e. registration current, headlight functioning, etc.). You must bring your citation to any law enforcement agency or flag down an officer in your community to have them sign off on it as to verifying that the violation has been corrected. As a precaution, it is advised to make a copy of the citation (front and back) before mailing it (in case it becomes lost). Most agencies have a correction fee, so be sure that it is mailed in with the citation. The Emeryville Police Department’s correction fee is $10.00. |

There is a low-interest loan program, which can be used to help finance tenant improvements and non-movable equipment purchases. South Bayfront Pedestrian-Bicycle Bridge & Horton Landing Park Improvement

The project involves the design and construction of a pedestrian-bicycle bridge over the railroad tracks near the Bay Street Center. The project includes the ramps and connections from the bridge to existing or proposed projects. On the west side, it will connect to Ohlone Way and the Bay Street parking garage. On the east side, it connects to the future Horton Landing Park. |

The City of Emeryville is building this new bridge to expand alternative transportation options, improve access between shopping and employment areas, and improve connections between recreational bicycle and pedestrian trails. |
|
|
The City has allocated approximately $8 million toward the project for construction and design. This project is included in the 2007-2011 Capital Improvement Program, and is funded by the Redevelopment Agency. |
|
|
The project is on regional bicycle and pedestrian corridors. The bridge will connect to the Emeryville Greenway on the east side and will provide a path across the railroad tracks to connect to the Bay Trail to the west. It will also provide convenient access from central Emeryville to the Bay Street Center. |
|
|
The bridge design team is currently studying a variety of bridge concepts that will fit the site and the City’s budget. These will be ready for public review at the next public meeting in February 2008. The bridge will be visible from many different viewpoints, and it is the design team’s goal to have an aesthetically pleasing bridge! |

The preliminary design phase will finish this spring, and the design and permit process will then take approximately one year. Construction will begin in the spring of 2009, and will also take approximately one year. The bridge opening is scheduled for the spring of 2010. |
|

The bridge and ramps are being designed to meet ADA (Americans with Disabilities Act) requirements and be a Class 1 bicycle path. The maximum slope anywhere on the ramps is 5 percent. Stairs will be provided at each end of the bridge for a more direct route for pedestrians. |

The bottom of the bridge structure needs to clear the railroad tracks by approximately 23 feet. With a maximum slope of 5 percent, the ramps will need to be approximately 500 feet long. |

Yes, the ramps on the west side will connect to the Bay Street parking garage. A marked path will lead from the ramps to the existing elevator. There will not be access to the elevator during non-business hours, however. |

The City Council and the Project Committee are guiding the planning of the bridge, with support from City Staff and the Fire Department. The Project Committee includes residents, bicyclists, City Council members, and representatives from the adjacent businesses, Novartis and Bay Street. |

There are several ways to participate: • Attend public workshops such as these. There will be two additional workshops in the future. The next workshop will be in February 2008 and will focus on concepts for the bridge design. • Make comments at City Council meetings when the project is discussed. The City Council usually discusses the project on the third Tuesday of the month. • Observe Project Committee meetings. These meetings are announced and the agendas and minutes are posted on the project website (see below).
