Planning Process
The proposed bridge is in CalTrans’ right-of-way and must be reviewed and approved under their project approval process. A Project Study Report (PSR) is a technical report required by CalTrans for large projects in the State rights of way. The PSR identified three potential feasible alignments. Per the direction received from the Agency in December 2008, the PSR analyzes a bridge aligned near 65th Street as the preferred location for pedestrian/bicycle crossing of I-80. CalTrans approved the City’s PSR in January 2010.
The City is currently evaluating the environmental impact of the proposed project, which is the next phase of the CalTrans approval process, the Project Approval/Environmental Document (“PA/ED”) phase. Work conducted in this phase will evaluate the viable alternatives defined in the PSR, include an environmental impact analysis, and selection of a preferred alternative. It is during this phase that input from the public and interested or affected agencies will be solicited and considered. At the conclusion of the PA/ED phase, the Project will be in a position to compete for federal transportation dollars to fund implementation.
Community Participation
Community participation is obtained through the I-80 Pedestrian/Bicycle Crossing Project Committee, which meets monthly, through presentations at Agency meetings, and through community meetings. Agendas and minutes from past Committee meetings may be viewed here.
