Overview of Housing Element
The City of Emeryville launched the 2023-2031 Update to the Housing Element in April 2021 and plans to submit the final report prior to the January 2023 deadline. The Housing Element will include an analysis of the following:
- Review of 2015-2023 Housing Element
- Housing Needs Assessment
- Housing Resources & Opportunities
- Assessment of Fair Housing
- Housing Site Inventory
- Housing Constraints
- Housing Programs

Get Involved & Share Your Input
Focused and meaningful community engagement is an important part of the Housing Element update process; therefore, the City of Emeryville will hold stakeholder consultation meetings, community workshops and seek input and recommendations from the Housing Committee, Planning Commission and City Council in order to ensure we are soliciting input from all segments of the community.
Please check back frequently or sign up to receive email notifications regarding surveys, meeting announcements, and updates on the status of the Emeryville Housing Element.
The following surveys will remain open until August 6, 2021. All responses to the surveys are anonymous.

Regional Housing Needs Assessment (RHNA)
The California Department of Housing and Community Development determines the total number of new homes the each region needs to build—and how affordable those homes need to be—in order to meet the housing needs of people at all income levels. The Association of Bay Area Government (ABAG) distributes a share to each city, town and county in the Bay Area region. The RHNA allocated to Emeryville for the 2023-2031 timeframe is as follows:
Very Low Income (<50% of Area Median Income) 451
Low Income (50-80% of Area Median Income) 259
Moderate Income (80-120% of Area Median Income) 308
Above Moderate Income (>120% of Area Median Income) 797
